The Estuary Transit District was formed in 1981 by the nine towns of the Connecticut River Estuary Region to provide local, coordinated public transportation for residents of the area. The District operates a flexible service route (fixed stops with deviations) in the shoreline towns of Clinton, Westbrook, and Old Saybrook, Monday through Saturday. Rural dial-a-ride service is also available in all nine towns on a limited schedule Monday through Friday. The District participates in the Jobs Access Program through Regional Growth Connection.

Estuary Transit has recently embarked on a campaign to revamp its bus routes throughout the area. Building on the success its shoreline flex route, the District will develop new routes to serve the towns of Chester, Deep River, Essex and Old Lyme. Regular bus stops will be established at the local train stations and schedules will be coordinated to facilitate transfers. New marketing efforts have begun and the District continues to work closely with several different agencies to promote greater community involvement in public transportation.
