HART was founded in 1972 to regulate transportation resources in the Housatonic Region and began operation of transit services in 1982. The district operates urban fixed route, ADA paratransit, senior/disabled dial-a-ride, interstate commuter rail shuttles, job access services and a downtown Danbury trolley circulator.

During FY 2002, the District underwent a significant service expansion. HART began operation of a commuter shuttle service from the Town of Ridgefield, Connecticut, to the Metro-North station in Katonah, New York, funded through the State Transportation Strategy Board (TSB). A second TSB-funded service, the Danbury-Norwalk Route 7 Link, was initiated between the Danbury and Norwalk central business districts. The Link service is operated jointly with the Norwalk Transit District.

In FY2003, an evening/Sunday/holiday job access service was started, serving Danbury and Bethel. This is the fourth job access route in the Housatonic Region.

The district carries over 140,000 passenger trips annually on services subsidized by sources other than ConnDOT. Funding sources include the Federal Transit Administration, New York State Department of Transportation, Connecticut Department of Social Services and member municipalities.
